Developing thinking on the practicalities of re-organisation
This e-publication raises a number of issues about re-organisation that are relevant to the current and future situation in Northern Ireland. Based on the experience of officers and councillors during re-organisation in Scotland APSE's e-publication is designed to enable the transfer of knowledge between its members. The publication raises a number of points to prompt thought, encourage ideas and provoke discussion on a number of matters which are critical to the success or failure of the change process including human resources, governance, service provision, information and communications technology, the role of Elected Members and shared services.
